"Coordination" is the ability for large groups of actors to work together for their common interest. He says it's true that "everyone coordinating with everyone" leads to much better outcomes than "every man for himself" .
But he says each individual step toward more coordination is necessarily beneficial. The top-right corner, total coordination, is ideal, but likely unachievable.
The landscape in the middle is far from an even slope up, with many reasonably safe places that it might be best to settle down in and many deep dark caves to avoid.
